If they call about a friend or relative- they are NEVER to say the friend or relative owes money. They are allowed to call you to leave a phone number or ask for better contact information. They may only say it is a business matter.
If they actually say your friend or relative owes money, they are then in violation of the FDCPA- your relative may be entitled $$ for this breach of privacy.
The collection agency itself will be fined by the government $1000 if it is the first time and more money on successive violations.

Mark as Useful got note that says call us immediately. thanks to this posting I aM REPORTING THEM THE ENVELOPE PERSONALLY DELIVERED SAYS MORGAGER ONLY BUT I HAVE NO MORGAGE. WHO KNOWS WHAT THEY ARE UP TO BUT THEY CAME ON MY PROPERTY TO LEAVE NOTE. WOULD LOVE TO KNOW MORE ABOUT THEM AS THEY COULD LOOK UP RECORDS TO IDENTIFY SO THEY ARE VERY LAZY IN GETTING INFO IF THEY REALLY WANTED TO CONTACT ME.

Mark as Useful Very rude after telling her didn't want to do business with her company. After she started screaming I told her nicely No Thank You and hung up the phone. She called back right away I did not answer. We would like to be taken off any lists they might have. The caller was very nasty and I don't think that is the face this company really wants to show the public.
